OC/EU UAS Emergency Fire Flight Services   2

Background
The Department of the Interior (DOI) Interior Business Center (IBC) Acquisition Services Directorate (AQD) is issuing a request for quote for on-call and/or exclusive use Unmanned Aircraft Systems (UAS) emergency fire flight services. This initiative supports the DOI Office of Aviation Services (OAS) in providing critical services for wildland fire operations, search and rescue, emergency management, and other resource missions across the contiguous lower 48 states.

The contract aims to enhance operational capabilities during emergencies, particularly in challenging environments such as dense smoke conditions.

Work Details
The contractor will provide fully operated and maintained UAS services, including:
1. Provision of at least two complete UAS systems with necessary spare parts, personnel, servicing vehicles, fuel, and all associated equipment.
2. Conducting aerial reconnaissance missions utilizing electro-optical (EO) and infrared (IR) video capabilities for real-time situational awareness.
3. Supporting reconnaissance missions to assess incident characteristics and providing live video feeds to Incident Command Posts.
4. Collecting geo-referenced still images and telemetry data for incident planning and operational decision-making.
5. Ensuring compliance with FAA regulations and DOI operational procedures, including obtaining necessary authorizations for aircraft and flight crews.
6. Coordination with ground personnel and aviation resources to ensure effective mission execution and safety.

Period of Performance
The contract will have a five-year ordering period from June 15, 2026, to June 14, 2031.

Place of Performance
Multiple locations throughout the contiguous lower 48 states.
