Nhotic AV System Replacement

Background
The National Historic Oregon Trail Interpretive Center (NHOTIC), operated by the Bureau of Land Management since 1992, is Eastern Oregon’s premier museum dedicated to the Oregon Trail. The center serves as an educational hub, showcasing the unique cultural and natural history of the region through various exhibits and programs.

The goal of this contract is to replace the existing audio-visual (AV) systems in the facility, which date back to 1992, to enhance functionality, safety, and visual aesthetics.

Work Details
The contract includes a complete replacement of the AV systems in various locations within NHOTIC. Specific tasks include:
1. Replacement of AV system in exhibit halls, lobby, and administrative offices;
2. Installation of a touch screen interactive kiosk;
3. Replacement of AV system in the Leo Adler theater including sound system, projector, and video control system;
4. Replacement of stage lights and light control in the Leo Adler Theater;
5. Creation of a small-scale greenscreen studio for tele-learning.

The contractor is responsible for providing all necessary equipment, supervision, labor, materials, and incidentals for project completion. They must also ensure compliance with federal and state safety regulations and codes. Key responsibilities include providing detailed work descriptions, itemized equipment lists, documentation for selected equipment equivalency, and managing electrical support services required for AV installation.

Period of Performance
The contract will be performed from December 1, 2026 to November 30, 2028.

Bidder Requirements
Bidders must meet the Small Business Set Aside - Total (SBA) status requirement. They are required to provide documentation showing equivalency of selected equipment and must have experience with AV system installations. Additionally, bidders should have the capability to manage electrical service-related tasks either through subcontracting or by employing qualified local electricians.
