PA-ERIE NWR-TOPOBATHYMETRIC LIDAR & IMAG
Background
The US Fish and Wildlife Service (USFWS) is issuing a combined synopsis/solicitation for services related to Light Detection and Ranging (LiDAR) and imagery for the Erie National Wildlife Refuge. Established in 1959, the Erie National Wildlife Refuge spans 9,000 acres in Northwest Pennsylvania and is located about 35 miles south of Lake Erie.

The refuge aims to restore and maintain natural river processes, improve water quality, and enhance aquatic connectivity through various restoration projects funded under the U.S. Inflation Reduction Act of 2022. This contract seeks to collect topobathymetric LiDAR and imagery datasets over approximately 215 acres within the refuge, which will support engineering efforts to design solutions for ecological restoration.

Work Details
The contractor will be responsible for collecting, processing, and delivering topobathymetric LiDAR and imagery datasets. Key tasks include:
1. Generating high-resolution elevation data of the stream channel, adjacent banks, and marshlands.
2. Deliverables will include:
- A pre-flight field plan reviewed and approved by FWS personnel.
- ASPRS LAS 1.4 Classified Point Cloud.
- Water Surface Model.
- Digital Terrain Model (DTM) and Digital Surface Model (DSM).
- A high-resolution orthomosaic image.
3. The contractor must provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items required to perform the LiDAR survey except for government-furnished property.
