T-EPF vessel return to full service

Background
The Military Sealift Command, located in Norfolk, has a requirement for pier-side availabilities and regular overhaul and dry dockings (ROH/DDs) on six T-EPF vessels. The goal of this contract is to ensure that these vessels return to full service by completing necessary alterations, specifically the ride control system alteration. The Government estimates that each vessel will require approximately four months on dock to accomplish this work.

Work Details
The tasks under this contract include:

1) Performing pier-side availabilities and regular overhauls and dry dockings on six T-EPF vessels.

2) Each vessel is estimated to require four months on dock for the ride control system alteration.

3) The vessels will be capable of transiting from their current location to a shipyard on the U.S. east or gulf coast following the pier-side availability for ROH/DD.

Interested shipyards must submit a capabilities package that includes:

a) Company Profile (number of employees, office locations, UEI number, CAGE Code, small business status).

b) Description and location of the facility where work will be performed.

c) Indication of company size (large or small business) and socioeconomic category (HUBZone, SDVOSB, WOSB).

d) Information on partnerships or joint ventures.

e) Any recommended deviations from the stated schedule.

f) Identification of subcontractors for aluminum welding with qualifications.

g) Ability to mobilize to the pier-side availability location either organically or through subcontracting.

h) Capability of performing two availabilities simultaneously.

Period of Performance
The work is scheduled to occur over multiple periods starting from March 1, 2027, through December 7, 2028, with specific dates outlined for each vessel's pier-side availability and ROH/DD.

Place of Performance
The work will be performed at various locations including Fairwinds Landing in Norfolk, VA, and Port of Orange in Orange, TX.
