T-AGSE Operations and Maintenance Market Survey

Background
The market survey is a request for information only and does not commit the government to pay any costs incurred in preparation of any submission. The purpose of the market survey is to gather information regarding vendors’ ability to provide for the operation and maintenance of four modified Offshore-Supply vessels identified as T-AGSEs serving as Blocking Vessels that also execute Brief Stops for Personnel and serve as host platforms for the Navy’s Submarine Rescue Dive and Recompression System.

Work Details
The contractor shall provide qualified vessel officers and crew, operational and technical support (ashore and afloat), equipment, tools, provisions and supplies, to operate, maintain and repair -Owned, Contractor-Operated (GOCO) vessels. The contractor shall operate and maintain the T-AGSEs and associated equipment to MSC standards of material readiness and appearance, and ensure the vessel is mission-ready at all times. The T-AGSEs Operating Tempo is anticipated to be in Full Operating Status with the potential for up to two (2) 1 week availabilities for maintenance each year. The contractor shall provide a Vessel Master and Licensed Mates who have both Dynamic Positioning and Ballast Control Officer qualifications. The contractor shall provide adequate shore side personnel to oversee life cycle maintenance requirements and all long lead repair projects.

Period of Performance
The period of performance is estimated to commence 01 October 2023 through September 30, 2024, followed by one six-month option period.

Place of Performance
The contract will be performed in the Pacific and Atlantic Oceans.
