The Naval Air Systems Command (NAVAIR) has awarded the firm-fixed-price, non-competitive requirement for the procurement of intermediate, depot-level maintenance and related logistics support for approximately 210 in-service T-45 F405-RR-401 Adour engines in support of the Navy to Rolls-Royce Corporation (RRC), in accordance with Federal Acquisition Regulation 6.302-1. RRC is the sole designer, developer, and manufacturer of the Model F405-RR-401 Adour engine, and the data associated with the F405-RR-401 Adour Engine is proprietary to RRC. NAVAIR has only obtained a limited right license to a minimal quantity of series engine data, which precludes establishment of an adequate technical data package suitable for a competitive procurement of the support required for the engines and components. No other supplies or services will satisfy agency requirements.
