T-38 Engineering Services

Background
The United States Air Force (USAF) is seeking to procure technical and logistical support for all configurations of the T-38 weapon systems, specifically the T-38A/B/C models. This effort is necessitated by delays in the T-7A replacement aircraft schedule, which has extended the expected retirement date of the T-38 fleet. The goal is to ensure compliance with aircraft modification and life cycle sustainment mandates, thereby requiring specialized engineering services to maintain safe and effective operations of the T-38 fleet.

Work Details
The primary objective of this contract is for Northrop Grumman Systems Corporation (NGSC) to provide comprehensive technical and logistical support for the T-38 weapon systems. This includes resolving issues identified by the USAF and supporting foreign military sales countries such as Canada, Belgium, Denmark, Germany, Netherlands, Norway, Portugal, Romania, Spain, Turkey, and the United Kingdom.

The contract will involve four major categories of engineering services justified in Section V of this Justification and Approval (J&A). The contract will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) with separate task orders tailored to meet specific needs identified by the T-38 Program Management Office (PMO). Each task order will detail specific support requirements in accordance with a Performance Work Statement (PWS).

Period of Performance
The initial ordering period for this IDIQ contract will be 5 years from the date of award, with an additional optional ordering period of 5 years. Services may continue for a total possible duration of up to 11 years.

Place of Performance
The services will primarily be performed at Northrop Grumman Systems Corporation's facility located at 1412 South Legend Hills Drive, Suite 210, Clearfield, UT 84015.
