Background
The Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA) program is initiated by ARPA-H with the goal of understanding autism trajectories across the lifespan. This includes examining various factors such as genetic, biological, behavioral, and environmental influences on autism and its co-occurring conditions.

SPECTRA aims to develop technologies that enhance assessment beyond clinical settings while improving communication and quality of life for individuals with autism.

Work Details
The contract involves several key tasks:
1) Conducting periodic reviews at the end of each phase to assess technical progress and alignment with program objectives;
2) Providing detailed periodic reports and presentations as required by the Program Manager;
3) Participating in program-wide events such as kick-off meetings and evaluations;
4) Developing metrics to evaluate technical progress towards clinically meaningful outcomes;
5) Collaborating with various stakeholders including Subject Matter Experts for feedback on progress reports;
6) Ensuring that proposed solutions advance towards usable capabilities aligned with SPECTRA objectives.

Period of Performance
The contract will be performed over multiple phases, with specific timelines for each Technical Area (TA). The initial ISO is provided for TA4, with subsequent TAs scheduled for future submissions.

Bidder Requirements
Eligible bidders include commercial performers, academic institutions, and non-profit organizations. Federally Funded Research and Development Centers (FFRDCs) and government entities are not allowed to participate as prime or sub-performers. Bidders must have an active registration and Unique Entity Identifier (UEI). Proposals must demonstrate prior experience in developing technologies related to autism or comparable populations.

SPECTRA will identify and act on autism trajectories, the evolving developmental paths individuals follow across the lifespan from the prenatal period through aging, spanning autism characteristics, co-occurring conditions, and functional outcomes together with the genetic, biological, behavioral, iatrogenic (medical influences), environmental factors and their nonlinear interactions. Rather than examining these factors in isolation, SPECTRA will examine how they combine and interact, including their nonlinear interactions, to produce autism and its co-occurring conditions over time.

SPECTRA will also develop technologies that serve two purposes at once: extending reliable assessment beyond the clinic while improving everyday communication, function, and quality of life. The same tools people use to live more fully will also generate the data that drive measurement and personalized care.
