ACC-APG is issuing this RFI as a means of conducting market research to: research possible contract vehicles, determine if two or more small businesses can accomplish this work, generate interest within industry, refine the Government's PWS, and achieve workplace synergies and cost efficiencies. This contract will be issued against RS-25-0015 to all RS3 holders. The requirements for Contractor SETA support services to Project Manager Terrestrial Sensors (PM TS) within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). PM TS manages over 32 Programs of Record (PoR) and Quick Reaction Capabilities (QRC) within its portfolio. This support includes: program management, budget and program analysis, strategic planning, risk management, systems engineering, cybersecurity, lifecycle logistics, operations, acquisition management, security management, QRC, Foreign Military Sales (FMS), financial management, and overseas Liaison Officer (LNO) support.

Background
The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) is conducting market research to explore potential contract vehicles for Systems Engineering and Technical Assistance (SETA) support services for the Project Manager Terrestrial Sensors (PM TS).

The PM TS is a center of excellence located at Fort Belvoir, VA, responsible for managing over 32 Programs of Record and Quick Reaction Capabilities. The goal of this contract is to refine the Government's Performance Work Statement (PWS), achieve workplace synergies, and cost efficiencies while determining if two or more small businesses can fulfill the requirements.

Work Details
The contractor will provide comprehensive SETA support to PM TS and its assigned product offices, including but not limited to: Product Director Aerostats, PM Force Protection Systems, PM Ground Sensors, and PdM Biometrics.

Key tasks include:
- Program management and engineering support
- Budget and program analysis including General Funds Enterprise Business System (GFEBS) expertise
- Cybersecurity measures
- Product support management
- Operations and facilities security support services
- Support for Quick Reaction Capabilities (QRC) and Foreign Military Sales (FMS)
- Financial management support
- Strategic planning and communications
- Assistance with emerging technologies such as robotic sensors.

Additionally, the contractor will assist in preparing budgetary documentation, conducting integrated baseline reviews, analyzing programmatic data, and ensuring compliance with Department of Defense requirements.

Period of Performance
The period of performance will be defined in accordance with the contract terms but is expected to encompass multiple years as it supports ongoing programs.

Place of Performance
The primary places of performance are Fort Belvoir, VA, and Aberdeen Proving Grounds, MD. Additional locations may include Huntsville, AL; Warren, MI; Yuma, AZ; Kuwait; as well as the contractor's facilities.
