***This opportunity is for SEAPORT NXG MAC HOLDERS ONLY and is a TOTAL SMALL BUSINESS SET-ASIDE. No other offers will be considered. SeaPort MAC holders will need to register for PIEE accounts in order to receive solicitations and submit proposals/offers.***. The Department of the Navy, Naval Information Warfare Center (NIWC) Pacific has requirement for Systems Engineering and Technical Assistance (SETA) services to provide on-going analytical, engineering, and programmatic support for Intelligence, Surveillance, and Reconnaissance (ISR) development, integration, and sustainment activities supporting GEOINT mission capabilities.The PIEE Solicitation (SOL) module does not currently support a formal Question and Answer (Q and A) feature. Accordingly, all questions regarding this solicitation shall be submitted in writing via email to the Contract Specialist and Contracting Officer identified herein no later than 01 April 2026 at 2:00 PM Pacific Time. Questions received after this deadline may not be considered.
Background
The Department of the Navy, Naval Information Warfare Center (NIWC) Pacific is seeking Systems Engineering and Technical Assistance (SETA) services to support ongoing analytical, engineering, and programmatic efforts for Intelligence, Surveillance, and Reconnaissance (ISR) activities. The goal is to enhance Geospatial Intelligence (GEOINT) mission capabilities through the development, integration, and sustainment of related technologies. This contract is a follow-on effort to a previous task order and is designated as a Total Small Business set-aside.

Work Details
The contractor will provide comprehensive SETA services that include: conducting engineering assessments of commercial and government technologies; supporting the development and operational transition of these technologies into fielded systems; providing Agile Development, Security, and Operations (DevSecOps) software engineering support; engaging with operational users; and collaborating with various stakeholders including industry partners, government laboratories, and military units.

The work encompasses systems architecture development, systems engineering processes, acquisition program management, and sustainment functions across the full acquisition lifecycle for major defense and Intelligence Community acquisition programs. Additionally, the contractor must ensure compliance with cybersecurity requirements as outlined in various regulations.

Place of Performance
Work will primarily be conducted at NIWC Pacific facilities located in San Diego, California.
