Systems Engineering and Standards SETA Services Extension   2

Background
This requirement is a modification to an existing Department of Homeland Security Science and Technology Directorate (DHS S&T) task order for Office of Science and Engineering (OSE) Systems Engineering and Standards (SES) Division Systems Engineering and Technical Assistance (SETA) support.

The task order supports SES's matrixed Systems Engineering (SE) support to Research and Development (R&D) and Acquisition Programs, including Human Systems Integration (HSI), Standards, and Enterprise Architecture (EA) support. The extension is necessary to prevent a gap in service while the recompete of its support needs is finalized.

Work Details
The SES SETA III project requires an extension of five months from 06/19/2026 to 11/30/2026. ManTech provides expert-level technical services crucial for engineering expertise in areas such as cybersecurity, artificial intelligence, shipbuilding, chemical/biological detection, biometrics, and counter-unmanned aerial systems.

- Task 3 - S&T Program Support and Assessment Support
- Task 4 - Acquisition Program Support and Assessment
- Task 5 - Program Management Support
- Task 6 - Application Support Services (SharePoint)
- Task 7 - Technical Editor
- Task 8 - Human Systems Integration Support
- Task 9 - Standards Branch
- Task 10 - Systems Engineering Classroom Instruction
- Task 11 - Invention Secrecy Act (ISA) Support
- Task 12 - Systems Engineering and Standards Surge Support.

This extension allows for continued contractor support while acquisition planning for a new competitively awarded task order is underway.

Period of Performance
The period of performance will be extended by five months from June 19, 2026, to November 30, 2026.

Bidder Requirements
ManTech possesses unique knowledge of DHS’s SE requirements and has established key relationships necessary for navigating technical, policy, and acquisition nuances. Market research indicated that assembling a new contractor team capable of achieving the required level of expertise within the proposed extension period would not be feasible.
