Description

Background
The Army Contracting Command - Aberdeen Proving Grounds (ACC-APG) Orlando Division, representing Capability Program Executive Simulation, Training, Test & Threat (CPE ST3), Program Manager Simulation, is issuing this Call for Solutions (CFS) under the Army Open Solicitation (AOS).

The goal of this CFS is to solicit rapid, cost-effective, and technically sound solutions to achieve operational outcomes such as a Doctrinal Gate to Live Fire, a True Combined Arms Environment, Full Mission Command Concurrency, and an open system architecture with published SDKs and APIs for user manipulation and integration of future capabilities.

Work Details
The STE Virtual Software solution is divided into five distinct capability Lots:
1. **Lot 1: Common Core Software (CCS)** - Enhance and simplify core software architecture for third-party integration; must support 60Hz simulation tickrate and 90Hz rendering frame rate with under 20ms latency; provide open SDKs and APIs; maintain fair competition among developers.
2. **Lot 2: Simulation Application Software (SAS)** - Develop specialized software modules that integrate with Lot 1; applications must use the Government-approved SDK and pass the Lot 5 Conformance Test Suite.
3. **Lot 3: Hardware-in-the-Loop (HIL) Integration and Test** - Ensure high-fidelity integration of Lot 1 Core Simulation Engine with physical hardware using provided Hardware API.
4. **Lot 4: Training Management & AAR Data Layer** - Provide tools for instructors to plan, prepare, execute, and assess training.
5. **Lot 5: Integration Partner** - Oversee the integration of all Lots ensuring compliance with standards and fair access to third-party developers.

Period of Performance

Incumbent Analysis (see Incumbents section for more detail)
This opportunity for STE Virtual Software (VSW) appears to have a closely related prior contract history, including work supporting synthetic training environment software architecture and integration. General Dynamics Mission Systems was awarded W900KK20D0007 (idv) valued at $661,887,711 to enhance and maintain the Live Training Transformation (LT2) product line, including software architecture/framework and integration with Synthetic Training Environment Live Training Systems (STE LTS), range control upgrades, and after action review capabilities—activities that align with VSW’s emphasis on open SDK/API-based integration and training/AAR data layers. Additionally, Cole Engineering Services’ W900KK2190009 ($313,090,298) supported prototyping of the STE Training Simulation Management Tool (TSMT), which is consistent with continued development of STE management and simulation software components.

The Army Contracting Command - Aberdeen Proving Grounds (ACC-APG) Orlando Division, on behalf of Capability Program Executive Simulation, Training, Test & Threat (CPE ST3), Program Manager Simulation, is issuing this Call for Solutions (CFS) under the Army Open Solicitation (AOS).
