Synthetic Training Environment (STE) Reconfigurable Virtual Collective Trainer (RVCT)

Background
The U.S. Army Contracting Command - Orlando (ACC-Orlando) is issuing this notification on behalf of the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) to provide industry with information regarding the Synthetic Training Environment (STE) Reconfigurable Virtual Collective Trainer (RVCT) effort.

This initiative aims to conduct market research to identify potential sources, capabilities, and technologies available for designing, developing, manufacturing, and supporting RVCT platforms that facilitate collective combined arms training in realistic environments. The contract will support fielding of RVCT platforms through fiscal year 2039.

Work Details
The contractor shall provide a seamless continuation of RVCT platforms to support the current PM SE Basis of Issue Plan (BOIP). Responsibilities include:
1) Providing training on each type of platform;
2) Developing maintenance and operator manuals;
3) Addressing capabilities necessary for the design, development, operation, maintenance, upgrade, and support of RVCT platforms;
4) Ensuring compliance with military standards for operation and maintenance manuals;
5) Managing supply chain risks related to obsolescence and counterfeit components;
6) Implementing processes for continuous technology insertion and Agile methodologies in development;
7) Establishing a Continuous Integration and Continuous Delivery (CI/CD) pipeline for software updates.

Period of Performance
The anticipated award date for the follow-on contract is in the second quarter of fiscal year 2027, with responsibilities extending through fiscal year 2039.
