Description

Obtain near, real-time and retrospective SAR for situational awareness. Specifically,

this procurement is for SAR and provides for the manner in which Satellite Analysis Branch (SAB) shall acquire said imagery for the production of satellite-based products for distribution to our customers.

The contractor shall provide 24 hours, 7 days a week support to SAB in the form of satellite imager tasking, acquisition, processing and delivery. The contractor shall deliver SAR satellite imagery in accordance with the assigned specifications outlined in Table 1 - Data Requirements, of the attached Combined/Synopsis Solicitation No. 1332KP25Q0090.

The contractor shall provide a web-based portal to exclusively manage all imagery tasking requests submitted by SAB. The portal must be accessible via standard web browsers, require secure login credentials, and provide functionality for submitting, modifying, tracking, and reviewing tasking requests. The portal shall be available to receive tasking requests 24 hours a day, 7 days a week, including holidays. The contractor shall not accept any other means of tasking submission (e.g., email, phone, or paper-based methods) other than the web-based portal unless authorized in writing by NOAA personnel.

Background
The National Oceanic and Atmospheric Administration (NOAA), specifically the Satellite Analysis Branch (SAB), is seeking to procure Synthetic Aperture Radar (SAR) imagery to support its mission of providing crucial information and analysis for disaster mitigation and warning services.

SAB plays a vital role in monitoring environmental threats, including marine pollution events, and supports disaster response efforts by analyzing satellite imagery related to natural disasters such as hurricanes and wildfires. The goal of this procurement is to create a resource for obtaining near real-time and retrospective SAR imagery for situational awareness.

Work Details
The contractor shall provide 24/7 support to SAB, which includes satellite imagery tasking, acquisition, processing, and delivery. The SAR satellite imagery must meet the following specifications:
- **Satellite Imagery Type**: Near Real-Time Synthetic Aperture Radar
- **Geographic Tasking Capability**: Worldwide including polar regions (greater than 65° N and S latitude)
- **Available SAR Scene Sizes**: 50x30 km, 100x100 km, 200x300 km
- **Ground Imagery Resolution**:
- 50x30 km at <5m
- 100x100 km at <20m
- 200x300 km at <30m
- **Radar Type**: X-Band
- **Imagery Polarization**: VV
- **Delivery Latency (Post Capture)**: <8 hours
- **Imaging Capability**: Minimum of 10 times daily per Area of Interest. Additionally, the contractor must provide a web-based portal for managing all imagery tasking requests submitted by SAB, which must be accessible via standard web browsers with secure login credentials.

Period of Performance
The period of performance for this contract is from September 25, 2025, to September 24, 2026, with options for four additional years.

Place of Performance
The products will be delivered to NOAA's operational locations including DOC/NOAA/OPSO/NCWCP at 5830 University Research Ct, College Park MD 20740.
