Description

Dear Potential Offerors:

In accordance with FAR Subpart 5.101(a) and FAR Subpart 5.2, USAID/M/OAA/RM/AEM is hereby providing this synopsis for the upcoming Request for Proposals (RFP) - Investments in Developing Energy Assets (IDEA) Activity. A Request for Information (RFI) for the IDEA activity was originally posted to www.SAM.gov as RFI #: 7200-OAA-21-000002 on January 27, 2021. This synopsis and the upcoming RFP are a built-up to the referenced RFI.

Background
The USAID/M/OAA/RM/AEM is providing a synopsis for the upcoming Request for Proposals (RFP) - Investments in Developing Energy Assets (IDEA) Activity. The purpose of the IDEA activity is to improve regional energy supply security, reliability, and efficiency through supporting investments in all segments of the energy sector. The anticipated contract is a cost-plus-fixed-fee (CPFF) completion type contract for an anticipated five-year period, with a base period of four years and one option year. The overall estimated cost of this procurement (including the option period) is between $15 million and $20 million.

Work Details
The contract will involve supporting investments in all segments of the energy sector to improve regional energy supply security, reliability, and efficiency.
This procurement will be conducted under full and open competition procedures, pursuant to Part 15 of the FAR (48 CFR Chapter 1). However, a subcontracting plan will be required for other than SB firms.

Period of Performance
The contract will have an anticipated five-year period, with a base period of four years and one option year.
