The U.S. Army, Engineering & Support Center, Huntsville is planning an acquisition for the procurement of Task Force Safety Assessments of Fire and Electricity/Unified Facilities Criteria (hereby referred to as TF SAFE) services. This pre-solicitation notice is posted to publicize the Government's intent to issue a solicitation for a standalone contract with performance within the U.S. Army, Central Command (USCENTCOM) Area of Responsibility (AOR), which currently includes, but is not limited to: Bahrain, Egypt, Iran, Iraq, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Oman, Pakistan, Qatar, Saudi Arabia, Syria, Tajikistan, Turkmenistan, Israel, United Arab Emirates, Uzbekistan, and Yemen.

This acquisition is being offered under full and open competition. The proposed contract will have a period of performance consisting of one 12-month base period and one 12-month option period for a total of two years.

The objective of this requirement is to protect U.S. Forces and U.S. personnel from electrical shocks and fatalities due to faulty electrical systems in structures within the USCENTCOM AOR. The services to be performed will ensure compliance with regulations for construction and base camp development.

The Government will evaluate the Offeror's responsiveness/responsibility IAW FAR 9.104, Standards. This evaluation will consider at a minimum the following:

  1. Solicitation/Offer/Award. Whether the Offeror has provided a signed proposal duly executed by an official authorized to bind the offer.
  2. Representations and Certifications. Whether the Offeror has provided a copy of their certifications within SAM. It will be reviewed for completeness.

No award will be made unless the Contracting Officer makes an affirmative determination of Contractor responsibility.

The solicitation will be issued in electronic format only. Paper copies of the solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must register in the System for Award Management (SAM) at www.sam.gov and the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module at https://piee.eb.mil prior to submission of proposals. Proposal submission will be via the PIEE solicitation module.

The solicitation will be posted to Contracting Opportunities at www.sam.gov via PIEE Solicitation Module and will be available to contractors without charge. Contractors can search for the procurement by using the following solicitation number: W912DY24R0043 . It is the offeror's responsibility to check the Internet addresses provided as necessary for any posted changes to the solicitation and all amendments.

Background

The estimated capacity for this procurement is $48.1M. The objective of this requirement is to protect U.S. Forces and U.S. personnel from electrical shocks and fatalities due to faulty electrical systems in structures within the USCENTCOM AOR.

Work Details
The services to be performed will ensure compliance with regulations for construction and base camp development. The contractor will conduct in- and out-briefs to base commanders and create personnel, inspection, and repair reports for Government review. They will also submit work orders for deficiencies found during inspections and manage the movement of personnel and supplies throughout the CENTCOM AOR.
Additionally, the contractor will provide electrical services on current or future U.S. or coalition buildings and facilities within the CENTCOM AOR. This includes reviewing plans for military construction projects and participating in project charrettes and design reviews to ensure electrical safety standards are incorporated.

Period of Performance
The proposed contract will have a period of performance consisting of one 12-month base period and one 12-month option period for a total of two years.

Place of Performance
The operations center for services provided is based at Camp Arifjan, Kuwait. The distribution of personnel to support the program will be directed by the TF SAFE COR to the Contractors based on the customer operational priorities.
