Synopsis/Special Notice for Sole Source award for Engineering Management Support Services.

Background
Defense Health Agency, Professional Services Contracting Division, Falls Church, VA intends to award a firm-fixed price bridge contract for Engineering Management Support Services for DHA Solutions Delivery Division. The contract will provide systems and software engineering, information assurance, architecture, configuration management support, requirements definition and derivation, subject matter expertise (SME) advising, acquisition lifecycle efforts, systems integration support, deployment activities and other business technical and administrative activities in support of the Electronic Health Record (EHR) Core and Care Benefits Integrated systems (CBIS) PMO’s product lines. Base systems supported include AHLTA, Composite Health Care System (CHCS), Healthcare Artifact and Image Management Solution (HAIMS), Essentris and other smaller projects.

Work Details
The contractor shall provide support for the system architecture by maintaining the interface management processes. This includes all components throughout the product lifecycle and management of interface control processes and plans; maintain inventory of all SDD system interfaces; facilitate interface management within the SDD program applications; produce and/or maintain interface agreements; produce and/or maintain Interface Requirements Documents (IRD), Interface Control Documents (ICD), and Interface Data Descriptions (IDD); support Memorandum of Agreement (MOA) development; and maintain the interface management document repository.

The contractor shall identify, track and report progress, trends, problems, costs and risks within the program. The contractor shall support the program level risk management program to include identifying, capturing, and analyzing risks and recommending mitigation plans and strategies for addressing major program and contract risks through the execution of the Risk Management Program. The contractor shall support the sustainment of the Program Office’s Risk Management Plan and help maintain an accurate and current Project Risk Listing using tools that exist within SDD.

The contractor shall conduct analysis and recommend mitigation strategies for all SDD products. The contractor shall support Program Office specific Configuration Management (CM) processes to maintain an accurate and visible record of the product changes, problems and baselines. The contractor shall provide support to Program Management in the area of CM; track and manage product area SDD Engineering Change Proposals (ECPs) in support of the SDD/PSB CM processes; including as appropriate updates in the SDD/PSB CM Repository of record. Maintain a listing of hardware and software configuration items associated with each PMO acquired product or project. Attend and support SDD products at the ICCB, performing engineering risk assessments and ensuring gates are met and release management processes are followed.

Period of Performance
The period of performance is for a nine (9) month base period and one (1) three (3) month option period.

Place of Performance
CONUS – remote work authorized.
