Synopsis of Proposed Contract Action - Mounted Assured Positioning, Navigation, and Timing System (MAPS) Production and Support

The United States Army Contracting Command - Aberdeen Proving Ground, Aberdeen Proving Ground, MD 21005, on behalf of Program Manager Positioning, Navigation, and Timing, intends to award a new Firm-Fixed-Price (FFP)/Cost-Plus-Fixed-Fee (CPFF)/Cost No Fee, Indefinite-Delivery/Indefinite-Quantity (IDIQ) type contract to Collins Aerospace. The contract will have an ordering period of one year, and four, one-year option periods for the MAPS GEN II production and system support.
This purchase will be made on an Other Than Full and Open Competition basis as authorized by 10 USC 2371(b)(f)(2) :

"(2) A follow-on production contract or transaction provided for in a transaction under paragraph (1) may be awarded to the participants in the transaction without the use of competitive procedures, notwithstanding the requirements of section 2304 of this title, if

(A)competitive procedures were used for the selection of parties for participation in the transaction; and

(B)the participants in the transaction successfully completed the prototype project provided for in the transaction."

Collins Aerospace is the Original Equipment Manufacturer of the MAPS GEN II and has succesfully completed a prototype project under the Other Transaction Authorties of 10 USC 2371(b). The Government does not possess a full technical data package that would allow full and open competition for the development, production, and/or sustainment of MAPS. The Government does not intend to use Part 12 for this acquisition.
