Background
The US Army Corps of Engineers Omaha District intends to award a target suite of eight firm-fixed-price indefinite delivery contracts (three unrestricted and five small business awards) totaling $98M for Architect-Engineering Fuel Design and Inspection Services worldwide, replacing existing IDCs.

Work Details
Experience in inspection of fueling systems to identify and validate deficiencies, propose corrective actions, develop Statements of Work, and cost estimates.
Preparation of design-build request for proposals.
Compliance with State and Federal environmental laws and regulations.

Application of USACE design guidance including Department of Defense Fuels Standards, Unified Facility Criteria documents, Engineering Technical Letters, NATO, and other military design criteria.
Implementation of Department of Defense Anti-Terrorism/Force Protection design criteria and construction standards.

Provision of construction phase services.
Application of advanced modeling practices including BIM, CIM, GIS, CAD, and Facility Data.
Performance of inspections requiring certifications and ability to complete API 653 (AST), API 570 (piping), API 510 (pressure vessel), Steel Tank Institute SP001, NDE/T techniques, NACE coatings, and Certified Welding Inspection inspections.

Bidder Requirements
Small Business Set-Aside – Partial (SBP).
Submission of SF 330 Part I and II.

Demonstration of professional personnel qualifications with registered/licensed professionals in key disciplines including project management, facility planning, architecture, interior design, mechanical, electrical, fire protection, building commissioning, structural, AT/FP, civil, communications engineering, cost estimating, geotechnical, and land surveying.

Provision of resumes for two Professional Engineer or Architect project managers, two registered PE designers in each of civil, structural, mechanical, and electrical engineering, one registered architect, one U.S.-registered geotechnical engineer, and one certified cost engineer (PCEA, CCP, CPE, or CCE/A).

Necessary certifications for API 653, API 570, API 510, STI SP001, NDE/T, NACE coatings, and CWI inspections.
Demonstration of past performance on DoD A-E contracts.
Capacity to execute at least four simultaneous $300K task orders or two simultaneous $750K task orders.

Subcontracting plan (for large business primes) to achieve a minimum 20% small business participation goal.
