Description

The purpose of this requirement is to ensure unit equipment meets entry requirements for any foreign customs inspection in support of III Corps and subordinate unit deployments. The contractor shall contain, collect, and dispose of hazardous and non-hazardous wastes and residues generated as a result of this contract, and dispose of all wastes off of the military installation at disposal sites authorized by federal, state, local, and Installation laws and regulations. The desired result is to disinfect all pieces of military equipment in accordance with (IAW) the environmental standards of host nation(s). The contractor shall have the capability to set up all required equipment in designated locations to conduct the services without delay and must meet all safety and environmental requirement per the installation guidance.

This acquisition will result in Multiple Award Task Order Contracts (MATOC). The Government will award up to five MATOCs from the resulting Solicitation. However, the Government reserves the right to award less than five or none at all. There are eleven potential locations for performance. The locations will be determined at the Task Order-level. The draft Performance Work Statement (PWS) and SCA Wage Determinations are attached.

The Government anticipates Soliciting this requirement in mid-April 2025 and performance to begin late-May 2025.

Background
The III Armored Corps is seeking to ensure that unit equipment meets entry requirements for foreign customs inspections in support of deployments. The contract aims to provide agricultural sanitation services, ensuring compliance with environmental standards of host nations. The contractor will be responsible for sanitizing military equipment and managing hazardous and non-hazardous waste disposal in accordance with federal, state, local, and installation regulations.

Work Details
The contractor shall perform the following tasks:

1. Sanitization of unit equipment, including vehicles, trailers, and containers using an agricultural sanitation chemical blend as per Armed Forces Pest Management Board Technical Guide No. 31.

2. Ensure that serviced equipment successfully passes on-site government veterinarian inspection.

3. Contain, collect, and dispose of hazardous and non-hazardous wastes generated from the contract, ensuring disposal at authorized sites.

4. Set up required facilities/equipment in designated locations without delay while adhering to safety and environmental regulations as per installation guidance.

5. Develop and maintain a Quality Control Plan (QCP) to ensure high-quality service delivery, including inspection programs, deficiency identification and correction processes, documentation methods, trend analysis, and surveillance techniques.

Period of Performance
The performance period is anticipated to begin in late-May 2025 following the solicitation expected in mid-April 2025.

Place of Performance
Work will primarily be performed at Fort Cavazos TX, Fort Carson CO, Fort Bliss TX, Fort Riley KS, and Fort Sill OK. Additional contingency locations may include various ports such as Port of Beaumont TX and Port of Charleston SC.
