Description

Synopsis

This posted announcement is a Pre-Solicitation Synopsis of a proposed contract action in accordance with FAR Subpart 5.207.

The Mission Installation Contracting Command - Fort Leavenworth intends to issue an Invitation for Bid (IFB).

The work will include the following: repair and/or replacement of some mechanical, plumbing (including under-slab), electrical and fire notification and detection systems; demolition of some load-bearing and non-load-bearing walls, concrete flooring, ceilings; and construction of structural lintels, non-load-bearing walls, doors, frames, interior glazing lites , ceilings, lighting, power and all related finishes. The work consists of furnishing all plant, labor, equipment, and materials to perform all work in strict accordance with the plans and specifications. This acquisition will require a general contractor with experience and expertise capable of managing numerous task orders at the same time, which will require construction scheduling, cost estimating, quality control, and coordination of subcontractors in a wide variety of construction trades.

Anticipated award will be given to a responsible bidder whose bid, conforming to the invitation for bids; will be most advantageous to the Government, considering only price and the price-related factors included in the invitation.

Background
The Mission Installation Contracting Command - Fort Leavenworth intends to issue an Invitation for Bid (IFB) for the Sustainment, Restoration, and Modernization (SRM) of the Harney Sports Complex (Building B664) located at 185 4th St, Fort Leavenworth, Kansas. The goal of this contract is to provide necessary repairs and upgrades to enhance the functionality and safety of the facility.

The contractor will be responsible for managing multiple task orders simultaneously, ensuring effective construction scheduling, cost estimating, quality control, and coordination among various subcontractors.

Work Details
The work includes:
1. Repair and/or replacement of mechanical systems, plumbing (including under-slab), electrical systems, and fire notification/detection systems.
2. Demolition of load-bearing and non-load-bearing walls, concrete flooring, and ceilings.
3. Construction tasks such as installing structural lintels, non-load-bearing walls, doors, frames, interior glazing 'lites', ceilings, lighting fixtures, power outlets, and all related finishes.
4. Specific tasks under CLIN 0001 include:
- Structural Work: Removal of a structural CMU wall after installing a lintel for a new opening; cutting openings in concrete walls for new windows.
- Architectural Work: Eliminating one men's restroom; relocating laundry and computer rooms; creating new restrooms and a break room; installing new doors and finishes.
- Mechanical Work: Upgrading ventilation systems with new diffusers.
- Plumbing Work: Replacement of under-slab waste lines; installation of water lines to new restrooms and break room.
- Electrical Work: Installation of new sub-panels; reprogramming fire alarm systems to accommodate changes made during construction.
5. Under CLIN 0002: Replacement of existing distribution panels with upgraded models to ensure a fully functional electrical system.

Period of Performance
The contract is expected to be performed over a period extending until July 30, 2025.
