DESCRIPTION: The contractor shall furnish all labor, facilities, parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the overhaul of the following assets:

ESTIMATED QUANTITY RANGE: Minimum 25 each Maximum 390 each (Maximum includes a Foreign Military Sales (FMS) Quantity of 65 each)

The proposed contractual action will be a Five (5) year, Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum/maximum quantities listed above. These items are non- commercial; FAR Part 12 will not be utilized. Required delivery shall be FOB Origin. This procurement will be solicited as a Full and Open requirement.

1. The U.S. Army Contracting Command Redstone Arsenal (ACC-RSA) will issue an Invitation for Bid (IFB) using the procedures of FAR Part 14, two-step sealed bidding for the overhaul of the Hydraulic Accumulator. All work shall be completed in accordance with the Statement of Work (SOW). The Government does not have a Depot Maintenance Work Requirement (DMWR) for the proposed solicitation. This item is not a Critical Safety item.

2. This IFB will be issued as a Full and Open Competitive action. It is anticipated that a single Firm-fixed Price (FFP) type contract will be awarded to the responsive, responsible bidder whose bid represents the lowest priced, technically acceptable bid in step two, after being determined technically acceptable in step one. Technical proposals (Step-One) shall not include prices or pricing information. The Technical proposal due date will be established via a special announcement after the synopsis has expired.

3. Only bids based upon technical proposals (Step-One) determined to be acceptable, either initially or as a result of discussions, will be considered further for award into Step-Two. Each bid in the second step must be based on the bidder's own technical proposal. Bidders shall submit bids that are acceptable without additional explanation or information. The Government may make a final determination regarding a technical proposal's acceptability solely based on the bid as submitted. The Government may proceed with Step-Two without requesting further information from any bidder; however, the Government may request additional information from bidders that it considers reasonably susceptible of being made acceptable and may discuss bids with the prospective bidders.

4. A notice of unacceptability will be forwarded to the Bidder upon completion of the technical proposal evaluation (Step-One) and final determination of unacceptability.

5. Contractors determined to be eligible to move on to step two shall ensure submission of fully complete bids, including complete bids, including completion of all fill-in-blanks. Any bidder submitting a bid agrees by submission that its bid and the prices contained therein will be valid for 60 days after receipt of bids.

6. Technical acceptability for step-one will be determined by the bidder's response to the following questions.

Technical Expertise:

Describe your expertise with conducting an overhaul, remanufacture, or repair of the UH-60 Hydraulic Accumulator or a similar item. Include in your response the details that demonstrate the extent of your expertise and how you acquired it. Please include the quantity and frequency. If not, have you performed a composite overhaul, or repair, on the same, or like item?

1. If yes, to either question, when, for how long, in what quantity, and what specific item?
2. If it was under a military contract, what is the contract number?
3. Who was the Primary Contracting Officer? Please provide his or her name, organization, and contact information. Please provide contact information for the Defense Contract Management Agency (DCMA) that served as your administrative contracting officer.
4. What certifications and experience do your employees have to qualify them to perform the work? Provide all certifications relevant to the M&O program.
5. Describe your experience and capability with sheet metal repair?

If yes, do you have airworthiness substantiation for the individual repairs? Provide three examples.

1. A. Describe your hand sanding and Plastic Media Blast (PMB) experience and expertise?
   1. Do you have machining capability to remove and install mount bushings?
   2. Describe your electrical repair expertise and capability to check and test the stabilator formation lights?
   3. Describe your paint application capability to re-apply the Infrared Reflective (IR) Primer and Chemical Agent Resistant Coatings (CARC)?

Facility, Equipment, and tools: Do you have the following:

1. Digital Voltmeter (DVM) for electrical tests?
2. A fixture to locate and line ream bushings?
3. A clean room with temperature and humidity control necessary to perform composite and adhesive repairs?'
4. A paint room free from airborne particulates?
5. The ability to obtain all necessary materials and parts from approved suppliers to complete the overhaul?
6. Sikorsky data or drawings of the Hydraulic Accumulator and if so provide proof of your authorization from Sikorsky.

Engineering Approach: Do you have an overhaul plan for covering the following categories:

1. Disassembly instructions.
2. Cleaning instructions.
3. Overhaul Inspection Requirements.
4. Repair instructions.
5. Assembly instructions.
6. Prime, paint, and corrosion protection measures.

The solicitation will be provided to contractors whose technical proposals, Step- One, are determined to be acceptable. They will be provided with a copy of the solicitation for participation in Step Two.
