The U.S. Army Contracting Command-Detroit Arsenal (ACC-DTA), Detroit Arsenal, MI 48397-5000 intends to issue a small business set-aside solicitation (W56HZV-21-R-0202) for production, testing, and delivery of the M19E1, XM44 and XM1218E1 Reactive Armor Tile sets. All responsible sources may submit a bid, proposal, or quotation that shall be considered by the agency IAW FAR 5.207(c)(16).

The solicitation will result in the award of a single three-year Firm, Fixed-Price (FFP) Indefinite-Delivery Indefinite-Quantity contract. The resulting contract will establish pricing to be utilized through issuance of delivery orders for discrete quantities for the period stated in the schedule. Tiles will be produced according to a United States Government (USG) Technical Data Package (TDP) with Thermally Adjustable Low Observable Network (TALON) Chemical Agent Resistant Coating (CARC) green paint or standard CARC green 383. The Contractor shall produce armor tiles and conduct the First Article Test (FAT) and Lot Acceptance Tests (LAT). Following acceptable completion of FAT, the Contractor will deliver vehicle sets of tiles in accordance with the delivery order schedule. No Government Furnished Materials will be provided. The TDP is unclassified, Export Controlled, and a Facilities Clearance (FCL) is required.

RAT are fabricated boxes with attachment components and hardware, containing a reactive element. They vary in size and shape and may weigh up to 100 pounds. The materials used in the manufacture of RAT include steel, aluminum, titanium, fiberglass and sheet explosive. A potential requirement for RAT could exceed 8,000 tiles per year. Tiles and National Stock Numbers (NSN) listed below have a unit of issue each but consist of multiple tiles. Delivery is to a depot in Crane, IN or Sunny Point, NC.

All contractors must be registered in the DoDs System for Award Management at http://www.sam.gov. Information on getting registered may be obtained on the website. The solicitation will be issued on or about 27 June 2022 and will close on or around 26
August 2022. This solicitation will be issued electronically in accordance with FAR 4.502 AND 5.102; therefore, hardcopies will not be provided. An electronic copy may be downloaded on or after the issue date by assessing the following address via the internet:

A USG TDP will be provided through SAM in accordance with instructions accompanying posting of the solicitation. You must be certified under the United States/Canada Joint Certification Program (JCP) to be granted access to the TDP for this solicitation, via SAM (www.sam.gov). See https://www.dla.mil/Logistics-Operations/Services/JCP/ for certification instructions. If the technical data is too large to upload to SAM.gov the vendor will receive data via a link and password to the DoD Safe site. Solicitation attachments will also be sent through DoD Safe. After receiving a vendor's request through SAM for access to the TDP, the Contract Specialist will verify an active JCP status and requisite FCL before granting access or sending information.
