Synopsis for P-8A Poseidon APY-10 Radar System Production Kits and Support   3

The Naval Air Systems Command (NAVAIR) intends to issue a sole source contract to the Raytheon Company, Space and Airborne System Division, McKinney, TX for Fiscal Year (FY) 24 P-8A Poseidon APY-10 Radar Systems Production Kits in support of Lot 13. This procurement shall also contain related support that includes Installation and Checkout Technical Support; Configuration Management; Diminishing Manufacturing Sources and Material Shortages (DMSMS) support for obsolescence; Reliability and Maintainability; Failure Reporting and Corrective Actions (FRACAS); Engineering Change Proposals (ECPs); Integrated Logistics Support (ILS); Technical Data; and Repair of Repairables (RoR). This procurement is for an anticipated base of eighteen (18) Radar Production Kits and related support with the inclusion of two (2) option years for a maximum of fifteen (15) additional ship sets per each option year. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, "Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements." The Raytheon Company is the sole designer, developer, and manufacturer of the P-8A Poseidon APY-10 Radar System, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government requirements on a timely basis. Per FAR 5.207(c)(16)(ii), All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. This synopsis is for informational purposes only.
