DESCRIPTION: The contractor shall furnish all labor, parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the Overhaul/Upgrade of the following assets:

ESTIMATED QUANTITY RANGE: Minimum 360 each Maximum 2,160 each (Maximum includes a Foreign Military Sales (FMS) Quantity of 360 each).

The proposed contractual action will be a Five (5) year, Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum / maximum quantities listed above. These are noncommercial items; FAR Part 12 will not be utilized. Required delivery shall be FOB Origin. This NSN is a Critical Safety Item. All associated Maintenance Engineering Orders (MEOs) are adequate and available to support the overhaul/upgrade of the subject item. A Product Verification Audit (PVA) is required. DMWR-1-1560-290, Revision Date: 01/15/2021, No Change #, has been identified for this requirement.
This procurement will be solicited as a Limited Source. The only approved sources for the overhaul of the SAS Actuator Assembly are Sikorsky Aircraft Corporation, 6900 Main Street, Stratford, CT 06614 (Cage Code 78286), and Spectrum Associates, Inc., 440 New Haven AVE, Milford, CT 06460-3613 (CAGE Code 4SQG0) - Large Business.
Only approved sources listed above will receive a copy of the solicitation. Any contractors that are interested in becoming approved sources need to consult the following website: https://www.avmc.army.mil/Directorates/SRD/SAR/. Proposals shall be emailed for the initial proposal. No fax or hard copy responses shall be accepted for the initial proposal. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
