Description

SYNOPSIS: Mission and Installation Contracting Command Theater Support Center anticipates the release of a solicitation for a performance based Cost-Plus-Fixed-Fee (CPFF) Single Award (SA) contract for Mission Support Services (MSS) at White Sands Missile Range (WSMR) with a three (3) month Firm-Fixed Price (FFP) phase-in period, nine (9) month base period, four (4) 12-month option periods, and a six (6) month option to extend via FAR Clause 52.217-8, if necessary. The MSS WSMR contract will include the procurement of specialized personnel performing Engineering, Technical, Maintenance, and Administrative support services in data collection and analysis, instrumentation development, modeling and simulation, research, assessment, and technical services. The specialized services are provided to White Sands Test Center (WSTC), a tenant on WSMR, to provide experimentation, test, research, assessment, development, and training, in support of National Security.

It is anticipated the RFP will be solicited as a full and open competition under Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The NAICS Code for this requirement is 541330 Engineering Services, Exception 1 (Military and Aerospace Equipment and Military Weapons), size standard $47,000,000.00.

The source selection methodology the Government intends to utilize for this solicitation will be a Best Value Trade-Off, based upon a trade-off between Mission Capability, Past Performance, Small Business Participation, and Cost/Price in accordance with (IAW) the terms and conditions of the final RFP.

The anticipated period of performance for this requirement is provided below:

3-mth Phase-In Period: 01MAR2026 31MAY2026

9-mth Base Period: 01JUN2026 28FEB2027

Option Period 1: 01MAR2027 29FEB2028

Option Period 2: 01MAR2028 28FEB2029

Option Period 3: 01MAR2029 28FEB2030

Option Period 4: 01MAR2030 28FEB2031

It is anticipated the solicitation will be issued electronically on or around 23 April 2025 on the System for Award Management (SAM) web page at http://www.sam.gov. Paper copies will not be available.

Once the official solicitation is posted on SAM.gov, Offerors shall deliver proposals through the Solicitation Module in Procurement Integrated Enterprise Environment (PIEE). Offerors are responsible for ensuring PIEE required registration and training are completed prior to the anticipated solicitation close date.
