Description

The Naval Sea Systems Command (NAVSEA) intends to post a competitive solicitation to continue the US Navy's enhancements, integration, test and fielding of the BEWT II systems to support training of the legacy SLQ-32 Electronic Warfare (EW) Operators; continue enhancement development, integration and test to the Surface Electronic Warfare Team Trainer (SEWTT) in supporting training of the SLQ-32(V)6/7 EW Operators; continue enhancements, integration and test of the EW Console Simulator in support of the Combined Integrated Air and Missile Defense (IAMD) and Anti-Submarine Warfare (ASW) Trainer (CIAT); provide engineering expertise to the US Navy as required to advance combat system training, and provide updates, repair, technical and engineering support services as required to the US Navy. For Fiscal Year (FY) 2024 through FY 2028.

This procurement will be a 100% small business set aside.

The US Navy has a requirement to conduct high fidelity Combat System Element (CSE) training units training, in various environments, encompassing individual watch-station training, within the lifelines unit-level training, integrated warfare commander training, strike group training and coalition/joint training. The primary combat system trainer in the US Navy is the BFTT system. This procurement will acquire the production units to support these training requirements. These ITS BFTT/ATD production units will be installed on naval vessels, at selected shore sites, with potential sales to Foreign Military. Contractor support will include systems engineering, hardware procurement, software installation, testing, maintenance, warehousing, repair, logistics, and documentation as required for US Navy ships and selected shore sites.

NAVSEA intends to award Firm Fixed Price (FFP) CLINs for a BEWT II First Article Unit production and storage/warehouse; FFP CLINs with stepladder pricing for BEWT II production units; CPFF for Level of Effort labor rate engineering and technical support; and Cost Only Travel and ODCs.

The solicitation will be issued electronically via System for Award Management at http://www.SAM.gov. Hard copies of the solicitation will not be provided or mailed. Interested parties should monitor the SAM.gov page for release of the solicitation. Any solicitation or applicable amendments to this solicitation synopsis will be issued electronically via SAM.gov. The Government is under no obligation to maintain a bidders mailing list. The Government will not be accepting questions and comments to this pre-solicitation notice.
