Synopsis for Architect-Engineer (AE) Unrestricted (UNR) Airfield Design and Evaluation MATOC   2

Background
The Government is procuring this contract in accordance with the Brooks A-E Act. The services will consist of preparation of studies, analysis, design services, and construction support services for Military airfield projects worldwide. The goal is to negotiate and award a target of six indefinite delivery contracts (IDCs) with a five-year ordering period and a shared capacity of $99,000,000.

Work Details
The anticipated work includes:

(i) Design of horizontal airfield construction projects including grading, drainage, pavement, airfield markings, airfield lighting, and NAVAIDS;

(ii) Design of military facilities incidental to airfield design such as bridges, aircraft hangars, control towers, and electrical vaults;

(iii) Developing Request-For-Proposal packages for design/build and design/bid/build projects including design drawings, project specifications, and cost estimates;

(iv) Use and development/updates to Army and Air Force design guidance including Unified Facility Criteria (UFC) documents;

(v) Planning/Programming services for airfields such as comprehensive master plans and infrastructure assessments;

(vi) Experience with construction phase support services including participation in site visits and furnishing inspection reports;

(vii) Conducting pavement destructive and non-destructive testing/evaluations;

(viii) Using PCASE Pavement Design & Evaluation Software for airfield pavements;

(ix) Implementing the PAVER Pavement Management System;

(x) Completing Airfield Obstruction Surveys at Army or National Guard Airfields.

Period of Performance
The contract will have a five-year ordering period with no option period.
