Description

The United States Coast Guard (USCG) Waterways Commerce Cutter (WCC) Program Office (CG-9327) has a requirement for up to sixty-six (66) boats as part of the Cutter Boat Aids to Navigation Small (CB-ATON-S) Program. CB-ATON-S will be required to conduct aids to navigation (ATON) operations, search and rescue (SAR)/self-rescue operations, and personnel transfers. The boats will be deployed from the cutters to provide for autonomous operations and mission execution in areas where it is either physically impossible or dangerous for the cutter to navigate

This requirement will be conducted under the following U.S. Code provisions, regarding the requirement to build boats for the Government within the United States: (a) 14 USC 665 - Restriction on Construction of Vessels in Foreign Shipyards and (b) 10 USC 7309 - Construction of Vessels in Foreign Shipyards: Prohibition.

The Government intends to award a Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year base ordering period and one optional two-year ordering period. The Government will evaluate written proposals using the tradeoff process.

The Request for Proposal (RFP) is expected to be released in early December 2024 via https://beta.sam.gov/. Hard copies of the solicitation and specification will not be issued. Attached are draft copies of the Statement of Work and Technical Specification.

Background
The United States Coast Guard (USCG) Waterways Commerce Cutter (WCC) Program Office (CG-9327) has a requirement for up to sixty-six (66) boats as part of the Cutter Boat – Aids to Navigation – Small (CB-ATON-S) Program.

The program aims to conduct aids to navigation (ATON) operations, search and rescue (SAR)/self-rescue operations, and personnel transfers. The boats will be deployed from the cutters for autonomous operations in areas where it is either physically impossible or dangerous for the cutter to navigate. This requirement is governed by U.S. Code provisions regarding the construction of vessels within the United States.

Work Details
The Coast Guard intends to procure cutter boats, including trailers, delivery, spares, and training. The contractor shall be responsible for:
1. Production of cutter boats and integration of associated equipment and parts according to Technical Specifications.
2. Outfitting each cutter boat with specified materials.
3. Providing initial maintenance parts for each cutter boat.
4. Delivering technical manuals and a Boat Information Book for each cutter boat.
5. Conducting acceptance testing and preparing each cutter boat for delivery.
6. Providing warranties for both the boats and trailers.
7. Delivering spares to replace major equipment that becomes damaged beyond repair, including outboard engines, lower units, and fendering.
8. Developing basic operational and maintenance training materials.

Period of Performance
The period of performance includes a five-year base ordering period from 08/01/2025 to 07/31/2030 with one optional two-year ordering period from 08/01/2030 to 07/31/2032.

Place of Performance
The geographic locations include various Coast Guard locations within the Continental U.S., with specific deliveries potentially required at Birdon America, Inc., located at 13980 Shell Belt Rd, Bayou La Batre, AL 36509.
