Description

Pre-Solicitation-Synopsis / 57mm High Explosive-Point Detonating (HE-PD)

This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP), nor is it construed as a commitment by the government. This synopsis is prepared in accordance with guidance in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming solicitation.

Naval Surface Warfare Center, Indian Head EOD Technology Division (NSWC IHEODTD) has a requirement for the manufacture, assembly, test, and delivery of 6,000 57mm High Explosive - Point Detonating (HE-PD) Cartridges. The cartridges consist of a high explosive projectile with the ability to point detonate, a brass cartridge case loaded with propellant charge, and an electric primer. The solicitation will be advertised on an unrestricted basis inviting full and open competition (In Accordance With Federal Acquisition Regulation (FAR) 6.1). Government First Article Testing will be required. This synopsis is for non-commercial supply. The upcoming solicitation number will be N00174-18-R-0031, and will be issued as a request for proposal (RFP). Proposals will be requested with the release of the solicitation. All responsible sources may submit a proposal in response to the posted solicitation, which shall be considered by the agency.

The Government intends to award a single-year, firm-fixed price contract as a result of the solicitation, to the responsible Offeror, whose proposal represents the Best Value to the Government. The trade-off process will be utilized in accordance with the Qualitative Evaluation Factors and Sub-factors set forth in the solicitation. The contract will require ISO 9001 compliance, a subcontracting plan in accordance with FAR 19.7, and a successful pre-award quality/safety survey. Any resultant contract will be DO Rated under the Defense Priorities and Allocations system (DPAS). The North American Industry Classification System (NAICS) code is 325920. The size standard for this code is 750 Employees.

The anticipated evaluation factors are as follows: (1) Technical; (2) Schedule; (3) Price; and (4) Past Performance. The Technical factor includes four Sub-Factors: (1) Production/Manufacturing; (2) Quality Assurance; (3) Testing Facilities and Capabilities; and (4) Management. The Government intends to award the contract without holding discussions, but reserves the right to hold discussions at the Government's discretion if deemed necessary to obtain the best value for the Government.

This is a pre-solicitation synopsis only. Interested contractors should watch for the issuance of the solicitation which will have specific instructions and requirements associated with the procurement. The tentative date for issuing the solicitation is approximately fifteen days following this pre-solicitation post. These are only tentative dates and the solicitation will provide specific dates.

The Request for Proposal (RFP) will be posted on the Federal Business Opportunities website at http://fbo.gov. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. Paper copies of the solicitation, amendments, drawings and maps will not be provided. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK THE WEBSITE DAILY FOR ANY AMENDMENTS AND OTHER INFORMATION PERTAINING TO THIS SOLICITATION. Once the RFP has been posted, all technical/contractual questions must be submitted in writing to: Robert.g.cook2@navy.mil. In the email, please clearly indicate your company name, section and paragraph number of the RFP or specification as applicable.
Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at https://www.sam.gov.
Failure to register in SAM makes an offeror ineligible for award of DoD contracts.
