This Synopsis/Request for Information is being posted to satisfy the requirement under the Federal Acquisition Regulation 5.201 and Defense Federal Acquisition Regulation Supplement PGI 206.302-1(d). The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to solicit, negotiate and award a sole source contract under the authority of 10 USC 2304(c)(1), FAR 6.302-1 with Southwest Research Institute (SwRI) for the procurement of the following items:

QTY: 25 GDR-110 Ruggedized HF Digital Tuner, Spare P/N: GDR-110

QTY: 25 NDR 814 V/UHF Digital Turner, Spare P/N: NDR-814

QTY: 10 Assembly, RF Conditioner, 110 Volt P/N: 16610-2000-01

QTY: 10 Automatic Signal Recognizer (Small Systems) P/N: N/A

QTY: 10 Automatic Signal Recognizer (Large Systems) P/N: N/A

QTY: 5 SCOUT HF Whip Acquisition Antenna with Coupling Network and 100' RF cable set P/N: N/A

Delivery: 8 months after award

The justification for this contract through other than full and open competition is that SwRi is the only known sources capable of supplying the required Scout Kits. This sources sought notice of intent is posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to access information posted by the Navy Sea Systems Command.
This is a sole source notice published for informational purposes only and not a request for competitive proposals. However, all responsible sources are encouraged to submit a brief capabilities statement, which, if received by 28 December 2020 at 12:00 PM, ET, shall be considered by NSWCDD via e-mail to victoria.le@navy.mil. Responses should reference "N0017821R2503 Scout Kits".

THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND THE GOVERNMENT WILL NOT
PROVIDE REIMBURSEMENT OF COSTS ASSOCIATED WITH THE DOCUMENTATION
SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT.

A determination by the Government not to open the requirement to competition
based upon the responses to this notice is solely within the discretion of the
Government.
