Swimming Pool Repair - Tiles replacement

Background
The U.S. Department of State (DoS) is issuing this contract to address safety hazards and structural integrity issues identified during facility inspections of the Embassy swimming pool.

The project aims to restore the swimming pool by replacing all ceramic tiles, ensuring compliance with the International Building Code (IBC), International Swimming Pool and Spa Code (ISPSC), and local Paraguayan regulations.

Work Details
The contractor is required to perform the following tasks:

1. Demolition and Removal: Complete removal of existing ceramic tiles from approximately 408 square meters, controlled demolition to avoid structural damage, debris collection and transportation to an authorized disposal site, and protection of existing mechanical components.

2. Surface Preparation: Clean and prepare the substrate for new tile installation, apply leveling mortar where necessary, repair cracks in the concrete, and install waterproofing systems.

3. Tile Installation: Install porcelain or vitrified ceramic tiles rated for submerged applications with specific slip resistance and water absorption requirements. Ensure proper alignment, joint uniformity, and compliance with ANSI standards.

4. Electrical Adjustments: Disconnect and reinstall underwater lighting fixtures while ensuring compliance with safety requirements.

5. Plumbing and Pool Accessories: Remove and reinstall pool fittings and replace damaged seals.

Period of Performance
The contract will commence upon issuance of a Notice to Proceed, with a specified duration for completion that includes all phases of work.

Place of Performance
The work will be performed at the U.S. Embassy swimming pool located in Paraguay.

Bidder Requirements
Bidders must provide performance and payment bonds, third-party insurance, DBA insurance, and must verify all measurements on-site during a pre-bid conference. Contractors are also required to ensure that all materials meet specified quality standards prior to procurement.
