Swimming Pool Maintenance Services

Background
The U.S. Embassy in Nairobi is seeking a contractor to provide Pool Maintenance Services for real property owned or managed by the U.S. Government. The goal of this contract is to ensure the safety and comfort of users while adhering to USA standards, specifically the ANSI/APSP-11 2009 guidelines for water quality in public pools and spas.

Work Details
The contractor shall maintain existing swimming pools to guarantee user safety and comfort, ensuring compliance with ANSI standards regarding chemical balance, general operations, and condition of installed features. Key tasks include:

1. Providing all necessary managerial, administrative, and direct labor personnel for contract work.

2. Developing a clear understanding of the scope of work and addressing challenges such as weather, local regulations, material handling, and minimizing disruption to embassy operations.

3. Implementing a methodology compliant with site-specific conditions including:
- A quality control plan and operational schedule favorable to embassy operations.
- Clearly defined measurement procedures and schedules.
- An Activity Hazards Analysis (AHA) proposal as per ANSI/APSP-11 2009 guidelines.

4. Understanding U.S. Embassy requirements including proposed decor options and project implementation feedback.

5. Ensuring quality service through subcontractor oversight, applicable insurance policies, and effective project management.

6. Providing a past performance record demonstrating quality of services provided under previous contracts, compliance with contract terms, management effectiveness, adaptability to unexpected difficulties, and business integrity.

Period of Performance
The contract will be for one year from the date of award with four additional one-year options.
