SWB Portable Latrines and Handwashing Stations

Background
The contract is for the provision of portable latrines and handwashing stations, as well as non-personal cleaning services to the U.S. Government at specified locations in McAllen, Hidalgo, Weslaco, Harlingen, and Brownsville, TX. The contract is a non-personal service contract under which the personnel rendering the services are not subject to the supervision and control usually prevailing in relationships between an employer and its employees. The U.S. Government shall not exercise supervision or control over the Contractor’s employees performing the tasks herein.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to provide and maintain portable latrines and handwashing stations. The contractor shall perform routine scheduled maintenance on all units to ensure serviceability. The contractor is responsible for cleaning and servicing each latrine and handwashing station weekly as per the specified schedule.
Additionally, the contractor is responsible for spills cleanup, waste disposal, obtaining necessary licenses and permits, and complying with Federal, State, and municipal laws.

Period of Performance
The period of performance for the contract is one year from January 15, 2023, to January 14, 2024. Additionally, there are four option years available for renewal: January 15, 2024 – January 14, 2025; January 15, 2025 – January 14, 2026; January 15, 2026 – January 14, 2027; January 15, 2027 – January 14, 2028.

Place of Performance
The work will be performed at specific locations in McAllen (78501), Hidalgo (78557), Weslaco (78596), Harlingen (78550), and Brownsville (78520), TX. Technical Exhibit 1 – Site Coordinates and Photos contains location specifics and will be provided after award.
