Sustainment of ICMS and Associated Combat Systems Elements   3

The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract for the sustainment of the LCS Class Combat System (CS). Sustainment of the CS includes the maintenance and evolution of the Integrated Combat Management System (ICMS) and associated combat system elements delivered in support of the LCS Class Shipbuilding program by General Dynamics Mission Systems (GDMS), located in Pittsfield, Massachusetts (MA).

The contract will cover FY19 through FY24 requirements and will include a period of performance of 60 months from the time of contract award.

The planned contract action will include base and option years for the following efforts:

CS Development and Integration to provide for future CS upgrades and modifications,

CS Hardware Development and Integration to provide for future upgrades and modifications,

CS Support to include logistics document development, technical manuals, ship integration analysis and test planning and execution for future CS upgrades and modifications,

Test and Evaluation Support for Government test events,

Fleet Support,

Development / Sustainment lab capability,

Provision Items Order (PIO),

Technical Data Packages (TDPs),

Material Procurements,

Enhanced Data Rights, and

Engineering Support.

The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1). Only one Responsible Source and No other Supplies or Services will Satisfy Agency Requirements. GDMS is the only source that can meet the Navy's sustainment requirements for the ICMS and associated CS elements without impacting operational readiness.
