This is a non-personnel services contract to provide periodic replacements of Survivability Armor Ballistic Lab (SABL)'s air filtration & exhaust system filters. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

The objective is to provide and install replacement filtration for the Makeup Air Unit (MAU) and the exhaust systems servicing SABL's indoor firing ranges in Bldg 219. The SABL indoor range's air filtration and exhaust system requires regular replacements of filters to remove various debris, dusts, fumes, and hazardous substances (such as lead) produced during and post ballistic impacts within the impact chambers.

Background
This is a non-personnel services contract to provide periodic replacements of Survivability Armor Ballistic Lab (SABL)’s air filtration & exhaust system filters. The objective is to provide and install replacement filtration for the Makeup Air Unit (MAU) and the exhaust systems servicing SABL’s indoor firing ranges in Bldg 219. The SABL indoor range’s air filtration and exhaust system requires regular replacements of filters to remove various debris, dusts, fumes, and hazardous substances (such as lead) produced during and post ballistic impacts within the impact chambers.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the replacement of filters as defined in this PWS except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
Filter Services includes: hosting a Start of Work Meeting at the Detroit Arsenal in Warren, MI with contractor leadership, providing and installing replacement filtration for the Makeup Air Unit (MAU) and the exhaust systems servicing the Survivability Armor Ballistic Lab's (SABL) indoor firing ranges in Bldg 219 on an “as scheduled and/or as required” basis. The service turn-around time should be 1-3 business days maximum to avoid halting of scheduled ballistic operations. Properly replace and dispose of worn out filters.
The period of performance shall be for a base year and four one-year option periods.

Period of Performance
Base Year: 0 through 364 days from contract award; Option Period I: 365 days through 729 days from contract award; Option Period II: 730 days through 1,094 days from contract award; Option Period III: 1,095 days through 1,459 days from contract award; Option Period IV: 1,460 days through 1,824 days from contract award.

Place of Performance
The work will be performed at Survivability Armor Ballistic Lab (SABL)/BLDG 219 US Army RDECOM/GVSC located at 6501 E. 11 Mile Road Warren, MI 48397-5000.
