Background
The SURTASS-E Support Vessel contract is issued by the government to support the SURTASS-E program, which involves the deployment of a vessel capable of conducting acoustic operations.

Work Details
The contractor shall provide a vessel that meets the following mandatory requirements:
1. **Vessel Classification and General Conditions**: The vessel must be classed by an International Association of Classification Society (IACS) member, US flagged, and certified for Open Ocean Manned Operations per applicable USCG and/or ABS regulations. A valid Certificate of Inspection (COI) must be maintained throughout the charter duration.

2. **Security Measures**: Access control for authorized personnel, roving watch inspections in port, security at non-US controlled ports, emergency medical services for personnel, life-saving equipment compliance with local regulations, fire-fighting coverage for ISO vans, and compliance with stability criteria required by the ship's Flag Administration.

3. **Vessel Characteristics**: The vessel must support an operations cycle of 60 days at sea un-replenished, have a minimum transit speed of 10 knots with mission load, and be capable of towing an acoustic system at specified speeds while maintaining course stability.

4. **Government Furnished Equipment (GFE)**: The contractor will utilize government-provided ISO vans and support equipment as detailed in the specifications, ensuring all equipment is properly installed and operational.

5. **Maintenance Requirements**: A 12-month maintenance schedule must be provided within 30 days of award, with annual updates thereafter. The contractor must also provide a minimum of 90-day notice for any maintenance availabilities.

Place of Performance
The primary place of performance will be in Norfolk, VA, with potential forward deployment in various locations depending on mission requirements.
