Description

The Military Sealift Command (MSC) requests one, US flagged or foreign flagged vessel (to be reflagged US prior to delivery of vessel) required to tow an acoustic array in support of U.S. Navy Operations.

Background
The Military Sealift Command (MSC) is seeking a US flagged or foreign flagged vessel, which must be reflagged to US prior to delivery, to tow an acoustic array in support of U.S. Navy Operations.
This contract aims to provide a long-term SURTASS-E Support Vessel for military operations.

Work Details
The contractor will provide a vessel capable of worldwide operations, including support in all ocean basins from the Arctic to the Antarctic.
The vessel must tow a passive acoustic monitoring system at speeds between 4-6 knots for up to 45 days continuously.
Key requirements include:
- The vessel must maintain heading stability critical for towing operations.
- It should operate in open water and withstand encounters with young open ice as per ABS Ice Class D0 specifications.
- A Pre Delivery Site Survey (PDSS) will be conducted by government personnel to assess lay-down locations for Government Furnished Equipment (GFE).
- The contractor must ensure compliance with various security and safety protocols, including providing emergency medical services and life-saving equipment.
- The vessel must have capabilities for towing operations, including maintaining course within 5 degrees in sea state 5 and conducting controlled turns at specified rates.
- The contractor is responsible for providing necessary accommodations for personnel, maintenance of CBRN-D equipment, and adherence to force protection measures.

Period of Performance
The firm charter period is set for 365 days with options extending the period by an additional 335 to 366 days depending on the option selected.

The primary place of performance is Norfolk, VA, with potential worldwide operations.
