Background
The Military Sealift Command (MSC) is seeking to charter one US flagged or foreign flagged vessel (to be reflagged US) for the purpose of towing a passive acoustic monitoring system in support of U.S. Navy operations.

This request for information aims to gather details on the cost and availability of such a vessel, which will be employed in worldwide trade. The goal is to ensure military readiness through the effective operation of the SURTASS-E system.

Work Details
The contractor will provide a vessel capable of towing an acoustic array at speeds between 4-6 knots for extended periods, maintaining heading stability critical for the operation. Key tasks include:
1. The vessel must support worldwide operations, including all ocean basins from the Arctic to Antarctic, without requiring ice-breaking certification.
2. The vessel will tow a passive acoustic monitoring system continuously for up to 60 days at a speed of 4-6 knots.
3. A Pre Delivery Site Survey (PDSS) must be conducted within 10 to 30 days after award to identify locations for government-furnished equipment and assess operational readiness.
4. The contractor must ensure compliance with various safety and operational standards, including CBRN-D requirements, and provide necessary training and equipment for crew members.
5. The vessel must accommodate specific living arrangements for personnel, provide emergency medical services, and ensure adequate life-saving equipment is available.
6. The contractor shall maintain all required certifications and inspections throughout the contract period.
