July 13, 2023: This posting has been updated to provide an additional attachment responding to pre-proposal information requests (Pre-Proposal Information Response). Please note that some pre-proposal information requests have been adjusted for clarity and brevity.

Amendment 0001 is posted with the following changes:

(1) Removed "2" copies and "01:00 PM" and "24 JUL 2023" from number nine on first page of solicitation. Section L shall indicate proposal due date.

(2) Revised Statement of Work, paragraph C-3.5 Modification Negotiation

(3) Changed proposal due date to 1300, local time PHNSY & IMF (HST) 02 August 2023 in Section L, Paragraph 2.0

(4) Added ceiling amounts in Section B

(5) Revised Schedule of Rates: Labor Rates, paragraph B-1.5

The Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) requests for proposals (RFP) N32253-23-R-0003 with the intent to award the Surface Vessel Maintenance Multiple Award Contract (SURFMAC) Indefinite Delivery Indefinite Quantity (IDIQ) as a 100% total small business concern set-aside. This solicitation is for a Firm Fixed Price type contract and may result in multiple contracts. Each contract will include a base five-year ordering period and one five-year option ordering period. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 and the size standard for this NAICS code is 1,300 employees. The Product Service Code is J999, Non-nuclear Ship Repair (West). All firms or individuals responding must be registered with the System for Award Management (SAM).

Requests for meetings regarding the SURFMAC IDIQ will not be entertained prior to contract awards. It is the sole responsibility of the offeror to periodically check SAM.gov for updates. All inquiries must be submitted in writing on Attachment S-2, Request for Pre-Proposal Information to the primary and secondary points of contact.
