Background
The solicitation is for a spot charter for a vessel to serve as a host/support ship for Naval Special Warfare East Coast Surface Support Craft and accompany Submersible Ship Guided Missile Nuclear (SSGN) and Fast Attack Submarines (SSN) on Dry Deck Shelter certification and training exercises. The vessel will also support local pier side training, diver training, coxswain training, SEAL Delivery Vehicle (SDV), Shallow Water Combat Submersible (SWCS), Dry Deck Shelter (DDS) and Dry Combat Submersible (DCS) operator training and surrogate SSGN/SSN training vessel operations. The vessel shall provide hyperbaric chamber services for emergencies and routine decompression operations, replenishment/minor maintenance support, and personnel support.

Work Details
The vessel required must be a Jones Act qualified U.S. flag vessel with a minimum range of 3,000 nautical miles at a speed of 9 knots, capable of supporting at-sea operation for up to 28 days without resupply. It should have a minimum of 2,000 sq. ft. of contiguous open deck space, sufficient deck strength to load and transport specified Sponsor Mission Equipment/Contractor Furnished Equipment within the contiguous open deck space, and equipped with an operable bow thruster and main propulsion capable of maintaining station and heading. The vessel shall also provide divers quality air at 4,500 PSI at 30 CFM, support underwater telephone operations, accommodate underwater telephone compatible with SME EDO 5400, be equipped with Marine VHF, ship’s cell phone, SME Hydro Acoustic Information Link (HAIL), climate control for communication equipment with a maximum temperature of 80 degrees F., gyrocompass with repeaters, GPS, radar capable of surface search to a minimum of 25 NM, sufficient electrical power in the vicinity of the SME identified in this document.
