Background
The solicitation is for Surface Electronic Warfare Engineering and Technical Services to be performed at the Naval Research Laboratory (NRL) and other government facilities such as NSWC Dahlgren and Wallops Island, VA, and NAS Patuxent River MD, as well as contractor site(s) and other necessary locations. The contract also includes security requirements, government furnished property, safety and training requirements, and deliverables such as progress reports and technical reports.

Work Details
The work includes providing summaries of each EW program, inputs to databases for status reporting and tracking, proposing program management options, utilizing collaboration tools like SharePoint web sites, procuring components and materials for research, test and evaluation tasks, evaluating hardware and software requirements associated with the developmental system, establishing bill of materials and price justification for equipment and materials required. Additionally, the contract involves facility security requirements, personnel security requirements up to SCI classification level, government furnished property in the form of laptop computers for offsite work, safety and training requirements for on-site contractors, and deliverables including progress reports, on-site labor report, technical report documenting all efforts and results experienced during performance, and a government property inventory report.
