Support to Training & Adversary Replication (STAR)

Background
The contract is issued by the United States Space Force (USSF) to provide comprehensive support to the 527th Space Aggressor Squadron (527 SAS), the 57th Space Aggressor Squadron (57 SAS), and the 33rd Range Squadron (33 RGS). These squadrons are integral to preparing Joint Forces and Coalition Partners for operations in contested space environments by replicating realistic threats.

The goal of this contract is to enhance the effectiveness of these units in executing their missions, ensuring allied victory in the space domain through robust adversary force support.

Work Details
The contractor will provide non-personal services through subject matter experts in areas including SATCOM, Electronic Warfare (EW), GPS Electronic Attack (EA), Offensive Cyber Operations (OCO), intelligence product generation, and Orbital Warfare (OW). Key tasks include:
- Support for mission planning, system support, development, testing, maintenance, education, training of Space Aggressors.
- Conducting intelligence briefings and producing tailored threat assessments for specific training audiences.
- Supporting exercise planning and scheduling for various military operations.
- Maintaining a database of observed adversary tactics, techniques, and procedures (TTPs).
- Providing operational support as OW operators during exercises.
- Ensuring compliance with security protocols related to Sensitive Compartmented Information (SCI) and Special Access Required (SAR) programs.
- Delivering monthly status reports and maintaining communication with government representatives regarding project progress.

Period of Performance
The period of performance includes a base year from contract start until October 31, 2027, followed by an option year from November 1, 2027, to October 31, 2028. An optional extension of up to six months may be available from November 1, 2028, to April 30, 2029.

Place of Performance
The primary work location is anticipated to be at Schriever Space Force Base in Colorado Springs, CO. Additional work may occur at various contractor and government facilities as required.

Bidder Requirements
Bidders must demonstrate experience in providing similar services related to military training and operations. Specific requirements include:
- Personnel must possess necessary security clearances for access to restricted areas.
- Contractors must ensure that all personnel are qualified with appropriate education and experience relevant to the tasks outlined in the PWS.
- The contractor must manage personnel turnover effectively to maintain continuity of services.
