Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a cost plus
fixed fee contract on a sole source basis to Exceptional Employees For Exceptional
Results Inc. under the authority for other than full and open competition under 10 U.S.C.
2304(c)(1), as implemented by FAR 6.302-1: Only One Responsible Source and No Other
Supplies or Services Will Satisfy Agency Requirements.

E3R will be tasked with support for the continued development and integration of
command-and-control capability via NIWC Pacific's Distributed Experimentation
Environment (DE2) and Vanguard Force DevOps Environment (VFDE) support for DARPA
Adaptive Capabilities Office (ACO) Experimentation and the DoD Test Resource
Management Center (TRMC). This includes a 12 month base and three (3) 12 month
option terms.
This is not a request for quotes. Any interested party that believes it is capable of
meeting the requirement described herein may submit a capability statement. Capability
statements received will be evaluated to determine technical merit. Responses must be
submitted in writing via email no later than 4:00PM PDT on 12 April 2023. Telephone
responses and requests will not be accepted. A determination by the Government not to
compete the requirement based on responses to this notice is solely within the discretion
of the Government. Contracting by Negotiation under FAR Part 15 applies.
The applicable PSC is AC13.
The applicable NAICS Code is 541330 and the size standard is $25.5 (million).
