**SOLE SOURCE REQUIREMENT**

FOR Professional Services for the RockOn Student and Faculty Workshops and Reviews at WFF

Background
The contract is issued by NASA's Wallops Flight Facility (WFF) to support the planning and conducting of the RockOn workshops and reviews for undergraduate students and faculty. The goal is to facilitate student launch opportunities in collaboration with the NASA Sounding Rocket Program Office from October 2024 to November 2025. The contractor, Student Projects IN Space, LLC (SPINS), brings extensive experience in managing these educational programs.

Work Details
The contractor shall perform the following tasks:

1. Support for RockSat-C and RockSat-X:
a. Select 7 to 10 teams for each program based on their Intent to Fly Form submissions.
b. Schedule and conduct 8 reviews per team for RockSat-X (~70 total), ensuring 90% completion rate.
c. Support other contractors for RockSat-C reviews.
d. Maintain documentation templates and procedures for team submissions.
e. Communicate bi-weekly with teams and weekly with WFF staff.
f. Complete materials for reviews with WFF Sounding Rocket program (6-8 reviews).
g. Provide onsite support at WFF during integration, testing, launch, and data recovery in June 2025 (RockSat-C) and August 2025 (RockSat-X).
h. Travel support for onsite activities.
i. Collect and review final reports from teams.

2. Support for RockOn workshop:
a. Collaborate with WFF Education Team on logistics and materials needs for the workshop scheduled in September 2024.
b. Research and select hardware needed for kits, delivering BOM to WFF for purchase.
c. Conduct preliminary and final testing of workshop hardware.
d. Assist in kitting workshop hardware and verifying support equipment provided by WFF.
e. Prepare instructional materials (~1,500 slides) and participant handbooks (~200 pages).
f. Update real-time reporting system for workshop communication issues as they arise.
g. Instruct the RockOn workshop at WFF for approximately 20-25 teams (3-4 members each).
h. Provide onsite support during integration, testing, launch, and data recovery in June 2025 (RockOn).
i. Travel support for onsite activities related to RockOn workshops.
j. Assist teams in retrieving and analyzing experimental data post-launch.

Period of Performance
Services are to be provided from October 1, 2024, to September 30, 2025.

Place of Performance
The majority of work will take place in Arvada, Colorado, with required travel to Wallops Flight Facility (WFF) for workshops, integration, launch, and recovery.
