Support Ship for Naval Surface Warfare Center – Panama City

Background
The Military Sealift Command, Service Support Ships Programs Office, is seeking information regarding the availability and cost of a U.S.-Flagged, Jones Act vessel to support operations for the Naval Surface Warfare Center Panama City Division (NSWC-PCD).

The goal of this contract is to provide a support ship for at-sea operations in the Gulf of Mexico and U.S. East Coast waters.

Work Details
The contractor shall provide a U.S.-Flagged, Jones Act time-chartered vessel to serve as a host/support ship for various at-sea operations. Key tasks include:
- Deployment and recovery of up to fifty (50) inert or live mines and test instrumentation and objects.
- Towing of surface and submerged vehicles.
- Housing and support of test data acquisition equipment and personnel.
- Deployment and recovery of subsea equipment/systems.
- Secure Oceanographic MILVANs (8 ft. x 13 ft.) and up to a 10 ft. x 20 ft. Conex Box.
- Remote Operating Vehicle (ROV) operations.
- Re-fueling small boats, Personal Water Craft (PWC), and generators as required (Gasoline and/or Diesel).
- Guard duty for shallow targets in the Gulf of Mexico.

Period of Performance
The contract will have a firm period from 13 November 2025 to 12 November 2026, with options extending through 12 October 2030.

Place of Performance
The primary area of operation will be in Panama City, FL, extending out 60 miles for 85% of the time, with potential operations in locations such as Corpus Christi, TX; Puerto Rico; Norfolk, VA; Tampa, FL; Ft. Lauderdale, FL; Florida Keys; Bahamas; Boston, MA; Charleston, SC; or other distant locations.
