Description

The purpose of this notice is to post the Justification for Limited Source Justification (LSJ) under Federal Acquisition Regulation (FAR) Subpart 8.4. OUSD(I&S) has a continuing need for technical, administrative and professional support services provided under task order no. HQ0034-19-F-0506, which was awarded to Ian, Evan & Alexander Corporation (IEA-Everwatch), now owned by Booz Allen Hamilton, Incorporated (BAH). The current contract expires March 27, 2025, and the Government intends to extend the current task order period of performance (POP) for continuity of services. The Government has established a Blanket Purchase Agreement (BPA) and two Call Order awards to support this effort. On March 6, 2025, a bid protest was filed against the two BPA Call Order awards. Therefore, an extension will be required to continue services while the Government completes the procurement process. The extension will be awarded as a hybrid Firm-Fixed Price (FFP), Labor Hour (LH) and Time-and-Materials (T&M) contract type, with a total value of $3,405,487.29, using Fiscal Year 25 Operation and Maintenance Funds. The POP will be extended from March 28, 2025, to July 27, 2025.

Background
The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD), is seeking to extend a task order for technical, administrative, and professional support services provided under task order no. HQ0034-19-F-0506, originally awarded to Ian, Evan & Alexander Corporation (IEA-Everwatch), now owned by Booz Allen Hamilton, Incorporated (BAH).

This extension is necessary due to a bid protest filed against two Call Order awards that affects the continuity of services. The current contract expires on March 27, 2025, and the Government intends to extend the period of performance for continuity of services while completing the procurement process.

Work Details
The contractor shall provide specialized and sensitive administrative, budget, policy, operations, and analytic support in areas including budgetary analysis, technical collection, Human Intelligence, intelligence support to cyberspace and electronic warfare operations, analysis of special programs and sensitive activities, and mission integration.

Expertise is required in security, resource requirements, strategic planning and concept development, program analysis and evaluation, policy development, and solutions that assist with decision-making processes. The contractor will be responsible for delivering wide-ranging specialized support as directed by the Office of the Under Secretary of Defense for Intelligence & Security (OUSD(I&S)) Special Activities and Special Programs (SASP). The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform these services.

Period of Performance
The period of performance will be extended from March 28, 2025 to July 27, 2025.

Place of Performance
The contract will be performed at locations as determined by the needs of OUSD(I&S) SASP.
