Support Services for SSA National Records Center   3

Background
The objective of the contract is to obtain support services for the management of Social Security Administration’s National Records Center folder storage operation. The services will be performed at Social Security Administration's (SSA) National Records Center (NRC), located in an underground facility in Independence, Missouri, wherein millions of Title II Social Security and Title XVI Supplement Security Income document folders are received, stored, and managed. The SSA administers cash benefits to millions of beneficiaries/recipients across the nation and in certain foreign countries. Established in 1992, the SSA NRC’s mission is to store, maintain, and manage the paper documents of these beneficiaries/recipients. The majority of these documents are housed in paper folders stored within the SSA NRC. The NRC is the official final repository for all of SSA’s paper folders. With SSA’s adoption of electronic documents and record keeping, the NRC’s workload volumes and work processes are changing. However, even as SSA moves toward a predominately electronic environment, millions of paper folders will still need to be stored and managed at the NRC for many years to come.

Work Details
The Contractor shall furnish all management, supervision, supplies, equipment, materials, and labor necessary for or incidental to the provision of services performed at the SSA NRC as outlined within this document. The Contractor shall be responsible for processing all Title II and Title XVI folders and/or Post Entitlement (PE) material received at or recalled from the SSA NRC. Workload quantities per contract year for Recalls, Refiles, Recordation, and Drop Files are all subject to a +/- 10% rule as these workloads are driven by the NRC’s customers and cannot always be predicted in advance. The Contractor will access confidential and Personally Identifiable Information (PII) on a daily basis.

Period of Performance
The period of performance includes a base period from January 29, 2023, to February 28, 2023; followed by subsequent option years: Base Year Support Services for SSA National Records Center contract from March 1, 2023, to February 29, 2024; Option Year One from March 1, 2024, to February 28, 2025; Option Year Two from March 1, 2025, to February 28, 2026; Option Year Three from March 1, 2026, to February 28, 2027; Option Year Four from March 1, 2027 to February 29, 2028.
