AMENDMENT 0001 CONTENT: The purpose of this amendment is to revise RFP Section 8.0(j) to provide guidance on the Pre-Proposal Conference event. Changes are indicated with the use of red-colored font in the attachments to this RFP. The added content is as follows: 8.0(j) The Government is hosting a virtual Pre-Proposal Conference event in support of this solicitation. This event is scheduled to occur on January 13, 2022 from 3:00 - 4:00 p.m., EST. To register to attend the event, each attendee must send an email to dhs-ora-servicesrfi@hq.dhs.gov and courtesy copy (cc:) the points of contact listed in this solicitation. This event is not open to members of the press, or to any individuals whose employing organization does not possess an OASIS Pool 1 contract. Registration emails must only be for one attendee and must include their name, email address, employing organization, and the employing organization's OASIS Pool 1 contract number. The first part of the registration email's subject line must be "70RSAT22R00000002." Registration emails will only be accepted until January 11, 2022 at 10:00 a.m., EST. Confirmation emails will be provided only if the individual is permitted to attend the event. BASE CONTENT: The purpose of this effort is to acquire highly qualified Contractor technical services to support all phases of the DHS operations analysis and the development of operational requirements documents. This Contract will also acquire subject matter expertise to support and inform policy formulation and decision support to the DHS Joint Requirements Council (JRC)/S&T and entities that engage with the JRC. This includes delivery of specified formal reports and/or documents deemed necessary in the execution of that programmatic support. Refer to attached statement of work for full details. The Government may, at its discretion, host an Industry Day event in support of this solicitation. This event is tentatively scheduled to occur the first or second full week of January 2022. If the Government elects to hold the Industry Day, specific details will be issued as an amendment to this solicitation.
