Description

The Institute of Education Sciences (IES) is the statistics, research, and evaluation arm of the U.S. Department of Education. Our mission is to provide scientific evidence on which to ground education practice and policy and to share this information in formats that are useful and accessible to educators, parents, policymakers, researchers, and the public. The purpose of this notice is for informational purposes only in conducting market research. This is a Request for Information and Capability Statements. Parties that submit responses are not guaranteed any response from the Department. Responses from small business firms are highly encouraged to determine whether or not this requirement can be set-aside for the small businesses.

This procurement addresses the need to understand the condition of education in the United States. This project supports the collection of descriptive data on the context of elementary and secondary education in the United States via a nationally representative survey of teachers and principals through the National Teacher and Principal Survey (NTPS), the Teacher Follow-up Survey (TFS) and the Principal Follow-up Survey (PFS) collectively known as the NTPS Survey Program. The NTPS began in the 2015-16 school year following a redesign of its predecessor, the Schools and Staffing Survey (SASS). Background

This procurement aims to understand the condition of education in the United States through a nationally representative survey of teachers and principals via the National Teacher and Principal Survey (NTPS), Teacher Follow-up Survey (TFS), and Principal Follow-up Survey (PFS). The NTPS program began in the 2015-16 school year following a redesign of its predecessor, the Schools and Staffing Survey (SASS).

Work Details
The contractor will support the NTPS program by assisting with the review of materials produced by third-party contractors conducting data collections. Key tasks include:

1) Reviewing specifications, plans, and documentation developed by the U.S. Census Bureau necessary for data collection;
2) Supporting planning, designing, and developing specifications for data collection not developed by the Census Bureau;
3) Assisting in publication of documentation materials and reports using collected data;
4) Conducting quality assurance reviews on various phases including planning for data collection, reviewing specifications, managing projects, and ensuring compliance with standards;
5) Developing sampling plans for NTPS and TFS collections;
6) Conducting cognitive laboratory studies for item development;
7) Preparing OMB clearance packages for review;
8) Monitoring training for collection staff;
9) Producing restricted-use data files and User's Manuals;
10) Supporting publication of First Look reports presenting findings from collected data.

Period of Performance
The period of performance for this task order is from November 4, 2024 through December 31, 2029.
